So they've been digging a hole in the ground for almost a year w/o a permit? Is the $13.85 million the cost of the permit . If so, they must be one of the most expensive permits in City history.

No, the hole was a separate excavation permit, this is the building permit for the foundation itself. The value is of the construction, the permit is based on the type, size, nature of construction: http://ottawa.ca/en/residents/building-a...and-fees/comprehensive-building-code-fee

It's a common practice to excavate without a permit as you only need a City Inspection prior to pouring the first concrete pour. It is a way of making progress while the permit process drags on and on in the City offices.

All that ice creates more work in construction. I saw workers actually sawing off those huge icicles along the sides using chain saws -- not an easy job in the cold and while suspended from a crane. Chunks of ice came crashing down, though there was a lot to remove.

Sure hope the newly poured concrete base is good despite the -20 C overnight temps.

I guess they don't clear the snow/ice down there, instead they will just move it around and wait for it to melt?

I work in the area. Actually they spent a better part of this week removing snow and ice. What you don't see in the photos is the south face which has been cleared and cleaned up in preparation of installing the Black vapour barrier and rebar for pouring the concrete wall. Snow was also removed from the N.E. Corner which is seen in one of the photos.

The large icicles are a safety hazard and are removed from above what area they are working on being the south face this past week.

So what are we actually looking at in a dig like this Marcus? The side walls look like solid stone. Is that bedrock or some kind of concrete reinforcement? Pardon my layman's knowledge.
