Looks on par with Barclays from a materials stand point. Likely a $750 million build for the arena.

They want to sell the project to the NCC as not just a hockey arena, but a major events centre that could bring up to 180 events per year. They want their proposal to be about culture, life to the urban core, culture... not just about moving the Sens, that's why they try to limit pointing out the obvious.
As for who pays, 100% the owner, Eugene Melnyk and his partners. Not just the arena, but the abilities centre, Sensplex, de-contamination of the entire area (upwards of 230 million), burying the Confederation Line...
