that's not a problem that can be solved with "sunset clauses".
that's a problem that needs to be solved by not using dc zoning every chance there is.
many of those dc's that are now "fairly stagnant" are fairly stagnant because of the inappropriate dc zoning they were saddled with that should never have been put in place.
if appropriate outright zoning schedules would have been used instead of dc's, in many cases those sites would have been developed by now instead of lying fallow because they need a full rezoning before they can be used for anything.
we weren't burned "by" dc's in the last few decades, we were burned as a result of using dc's in the first place.
