I think this building should give the city some food for thought in terms of how we allow developments to proceed. The set in stone plans are great for preventing monstrous buildings residents are completely against, but the original proposal was well received by the community, so clearly there needs to be some kind of grey area between height restrictions and how the community actually feels about a project

I don't like this one bit. Very out of proportion in this neighbourhood. Is is attempting to be one of the parliamentary blocks? Most offensive of all is that cheap looking green roof - the faux copper appearance which looks very much faux and not one bit copper.

The old design was much more appropriate and tasteful in my opinion.

You realize this is a rendering? And that the material IS copper.

It's actual copper? OK. Wow - this does not come across in the rendering at all (yes I am aware that this is a rendering lol).
It's a "unique" building for sure, but as others have mentioned - a bit grandiose for that location. I still prefer the earlier rendering which seems to fit the scale of the neighbourhood better. Just the opinion of this armchair critic.

Well, the OMB and City disagree with all of us, so the re-render NEEDS to be this grandiose and extravagant to be allowed to build the floors required. Its really wierd, the neighborhood liked it, and were ready for it to be built, but the city did not. How often does that happen?!

I think the middle part needs to go higher..


The windows just below the pinnacle could also be better integrated with the rest of the building/a bit more subdued.

Ottawa’s planning department appears to grudgingly accept a Toronto developer’s plan for a “landmark” condo building at Wellington Street West and Island Park Drive, but Kitchissippi Coun. Jeff Leiper remains unimpressed by the design.

Mizrahi Developments initially sought city permission to build a 12-storey building at 1445 and 1451 Wellington St. W., but council turned down the project because the proposed height exceeded what the rules allow for that location.

The developer appealed the decision to the Ontario Municipal Board, which offered two options in its May ruling: Cap the building at nine storeys or demonstrate “landmark” architecture for the top of the building sufficient to persuade the board to allow 12 storeys.

The latest renderings released by Mizrahi this week show a building with a pronounced bronze and copper roof and spire-topped corner tower, a nod perhaps to the Confederation Building on Parliament Hill. Gone are the glass-enclosed top floors and projecting balconies of earlier renderings.

City planners continue to uphold the department’s original position that a 12-storey building at that location is inappropriate — it doesn’t conform to the Official Plan and fails to satisfy the urban village vision of the blueprint for Wellington Street West, they argue.

But in light of the OMB’s direction, staff say the proposed development — if built according to the architect’s drawings, including the copper roof — will be an example of a landmark building.

“The top of the building, which is intended to be copper and angled to form a mansard roof, will be distinctive from other developments in the West Wellington and Westboro neighbourhoods and as such, can be picturesque,” says a report to be considered by the planning committee when it meets on Tuesday.

Leiper disagrees and he’s not alone. Most comments submitted by the public don’t support the latest proposal. The councillor says Mizrahi made a significant effort to create a memorable building, but came up short.

“While the design is a significant improvement, I support those residents who consider that the test set by (the OMB) has not been met. The secondary plan developed through extensive consultation should prevail in the absence of a clear mandate from the community to proceed on the basis of architectural excellence,” he said.

The developer has pushed for the additional height because the site is contaminated and requires costly remediation. A nine-storey project just isn’t financially viable at the location, Mizrahi has said.

Mizrahi and the city have until Nov. 7 to report back to the OMB.

Sam Mizrahi’s proposal to build a “landmark” condominium building at Wellington Street West and Island Park Drive was endorsed by Ottawa’s planning committee on Tuesday after a discussion that at times verged on the absurd as councillors questioned what constitutes a “wow” factor.

Mizrahi Developments initially sought permission to build a 12-storey building at 1445 and 1451 Wellington St. W., but council turned down the project because the proposed height exceeded what rules allow for that location.

The Toronto-based developer appealed the decision to the Ontario Municipal Board, which offered two options in its May ruling: Cap the building at nine storeys or demonstrate “landmark” architecture for the top of the building sufficient to persuade the board to allow 12 storeys.

Mizrahi’s latest design shows a building with a pronounced bronze and copper roof and spire-topped corner tower, a nod perhaps to the Confederation Building on Parliament Hill. Gone are the glass-enclosed top floors and projecting balconies of earlier renderings.

City planners upheld the department’s original position that a 12-storey building at that location is inappropriate — it doesn’t conform to the Official Plan and fails to satisfy the urban village vision of the blueprint for Wellington Street West — but, in light of the OMB’s direction, said the proposed development met the test for landmark architecture as established by the board.

The OMB’s criteria for a building taller than nine storeys called for the addition of a distinctive, picturesque top that must “stand out by virtue of design” and contain an “element of wow.”

It was the last point that left some scratching their heads. How do you define something as subjective as “wow,” they wondered.

“I’m not sure where we’re going with this,” said Kanata South Coun. Allan Hubley.

His colleague, Alta Vista Coun. Jean Cloutier, wondered if staff could add some “meat to the wow bones.”

And College Coun. Rick Chiarelli said, frankly: “This is not the wow factory.”

“Wow,” attempted Don Herweyer, the city planner overseeing the Mizrahi application, “is probably the most difficult to define.”

Difficult and, apparently, divisive.

The 17 public delegations that appeared before the committee were almost evenly divided between those who said “wow” to Mizrahi’s proposal and those who did not.

“This is not a landmark, it’s just weird. And weirdly out of place,” said Richard Brandau, adding the building would “put the kitsch in Kitchissippi.”

But Randy Kemp praised what he and others envisioned as a future landmark for giving directions and orienting oneself in the neighbourhood. “It’s going to be hard to miss that building if it gets built,” he said.

Ultimately, the committee upheld the staff recommendation, voting 8-2 in favour of it. If council upholds the decision when it meets on Wednesday, Mizrahi and the city will then report back to the OMB by early November and it will issue a final ruling.

“I have talked to so many of my residents over the course of the past three weeks and I am absolutely convinced that the mainstream majority opinion in Kitchissippi is that this new building is completely out of character for our neighbourhood,” said Kitchissippi Coun. Jeff Leiper, who was on the losing side of the vote.

Mizrahi said afterward he was “extremely happy” with the committee’s decision.

“This is going to be a landmark building, this is landmark architecture, the corner deserves that, and I think the process that we went through was incredibly helpful. It allowed us to come up with a much better building,” he said.

The building, designed by architect Henry Burstyn of the Toronto firm Page and Steele, is a “classic that’s going to stand the test of time,” Mizrahi said.

A "classic that will stand the test of time"? This design is excruciatingly cheesy and horrendous. This proposal says nothing and is totally kitsch. I am sad this is what passes as acceptable.

I think it's a splendid building. Whether or not it is consistent with the neighbourhood is another question.

But folks put up a fuss when they could had something more in keeping with its less austentatious neighbors. So now they get this.

Be careful what you wish for.

I think it's a terrific looking building, but certainly doesn't fit in with its surroundings.

Having said that, if it does get built, perhaps it will serve to encourage other new development to follow suit and incorporate some wow/kitsch!

Not clear what Jeff Leiper stands for? Old gas station that nobody will ever develop with contaminated soil or quality construction? I have yet to hear anything positive and/or constructive from our new city councillor. In addition, his staff is useless at getting issues addressed when we contact them. Sounds like he is too busy pandering to anti-development community associations in his riding.

Hi Skipper - what was the issue? So far I'm pretty proud of my staff's responsiveness on the ground, but there's always things that fall through the cracks. Depending on the timing, you might also have gotten caught by some staff turnover - both my assistants moved with their husbands out of country this summer just as they were getting on top of their game. Of course, some things will never get solved to residents' satisfaction. I had to go to Council to move a crossing guard when a school re-located! Give me a call, 613.868.2375, please.
