Gary Nader’s Plan For Condo, Hotel Towers And Museum On Biscayne Boulevard

Former Related Group president Roberto Rocha has teamed with art dealer Gary Nader on a proposal to develop a Biscayne Boulevard property owned by Miami Dade College.

The proposal calls for replacing a 2.56-acre surface parking lot owned by MDC at 520 Biscayne Boulevard with the a project that includes:

Tower A – 144 condo/hotel units (142,272 rentable sf), 228 luxury residential condo units (450,718 sellable sf)
Tower B – 300 luxury residential condo units (692,100 sellable sf)
Latin American Art Museum (122,902 sf)
Theater (1,600 seat)
Conference Center (29,150 sf)
Nader’s proposal, called ‘Museu’ was unsolicited, and MDC is asking for alternative bids from other developers, due early November. In a May letter, Nader had said that he hoped to begin marketing the project during this year’s Art Basel.

Fernando Romero Enterprise is the architect.

This is a very exciting project since it replacing a 2.56-acre surface parking lot owned by Miami Dade College at 520 Biscayne Boulevard and right next door to the Freedom Tower on prominent Biscayne Boulevard.

^ Both towers can reach the maximum height of 709 feet above Mean Sea Level according to the FAA. These towers would be a fine addition to the "Biscayne Wall".

Damn! Finally an awesome base!!! This is the perfect location for it too as it will be very visible and not jumbled among all the buildings.

A lot of projects for the area. Many multi tower. Miami continues to be second in the nation for overall skyscraper development.

We have this.

520 Biscayne: 50 + 38 + 12 floors (base)

175 SE 25th: 48 floors

Riverwalk: 2 x 649 + 645 + 622 feet

One river point: 2 x 779 ft

Vice:

So far one tower at 354 feet but its a 3 tower project, which may include a supertall, and PMG is hellbent on making it one a supertall.

Villa Magna: 2 x 995 feet

CCCC Miami: 1,069 footer and another unconfirmed tower. Most likely over 700'.

One Brickell: 877 + 828 + 635 ft

Baybakov development: 646 feet.

Also Parasio bay to mention it as it has 4 towers.

Just a few to get the point (there are many more but in an effort to not turn this post into a big compilation, and not even including world centre and many other developments in edgewater. Some super talls, and many over 150m+.

In terms of the height game, and the amount of activity, no other city bar NYC is creating as many high rises and skyscrapers as Miami. The innovation district has the potential to be another world centre.

Miami Dade College’s downtown site: bidding may be slim

Yet other prospective bidders — including developer Chateau Group and design firms Oppenheim Architecture and R.J. Heisenbottle Arcthitects — are already falling out, The Real Deal has learned. They say the Jan. 19 deadline is too tight to pull together all the resources to create a quality proposal. And the odds of winning, they say, may not be stacked in their favor.

“It’s a very, very special project, which means a very specialized firm or group of people have to come together to be competitive with the Nader one,” said Kathia Dash, director of business development at Coral Gables-based R.J. Heisenbottle Architects. “They have a definite advantage,” she added, citing unlimited time to prepare their proposal.

The college is soliciting a developer to enter into a public/private partnership for a 2.6 acre parcel at 520 Biscayne Boulevard. The site is currently used as a surface parking area at the college’s Wolfson Campus. The proposals are to include a cultural center with a 1,600-seat performing arts theater, a conference center that can house 3,000 people, a museum measuring at least 100,000 square feet, and parking.

Arquitectonica founder Bernardo Fort-Brescia confirmed to TRD that his firm is partnering with Related on a planned proposal. Dragados USA, which is active in public/private partnerships, is still analyzing the financial aspects of Miami Dade project before deciding to bid, said Senior Vice President Chris O’Neil. Others, who were among more than 50 attendees at a pre-proposal meeting for the project earlier this month, say they are out. “We don’t have enough time to prepare, and we are involved with our other developments,” Julio Ruffinelli, an architect with Chateau Group, told TRD. The firm is developing Fendi Chateau Residences, the Ritz-Carlton Residences, Sunny Isles Beach, and another mixed-use property in Sunny Isles that is coming up for approval on Thursday evening. Some are out for now, but hoping to get in later. “If we’re not partners with someone at this point, we will be on the sidelines to see if any of the developers need a construction manager down the road,” said Andrew Gotschall, who is involved in business development at Turner Construction Co.

Miami Dade College earlier this year received the unsolicited proposal for the Nader Latin American Art Museum from a group of partners that includes Miami art gallery owner Nader, Rocha, CEO of Sofran Group, FR-EE Architects and others, which prompted the college to put out its current “supplemental information package,” requesting bids.

In addition to the Latin American art museum, the 69-page proposal from Nader and partners includes a performing arts theater, sculpture garden and conference center, as well as two residential towers with 528 units, a condo-hotel with 144 units, a restaurant space and parking.

The group’s proposal will still be enhanced, and other partners may be added before the Jan. 19 deadline, William Riley Jr., an attorney with Gray Robinson who represents the group, told TRD.

Developer Gregg Covin and architect Chad Oppenheim are tweaking and resubmitting their proposal from last decade to develop a mixed-use project on Miami Dade College’s land at 520 Biscayne Boulevard.

Covin and Oppenheim had previously teamed to bid on the property in 2007, but Miami Dade eventually cancelled the RFP. With the college now accepting proposals again, the pair have decided to move forward with another bid.

To accommodate the latest RFP, Covin and Oppenheim will be removing classrooms and an arts center from the previous proposal and replacing it with a museum, theater and conference center.

Covin is currently developing One Thousand Museum, designed by Zaha Hadid. Chad Oppenheim was the architect behind Covin’s Ten Museum Park condo tower on Biscyane Boulevard, which opened in 2007.

Related Group is also said to be preparing a proposal, and Gary Nader has already submitted his plan for a Latin American Art Museum and condo towers on the site.

From Covin:

Chad Oppenheim and I are going to be submitting our project to MDC.

We feel that the unsolicited Nader proposal, with its two giant condo towers is grossly inappropriate for the Miami Dade College campus.

Our mixed use project features an iconic design that will create an academic atmosphere to rival the great urban campuses such as NYU. In addition to constructing the College’s desired theater, conference center and museum, we will be providing the College with a world class university-level athletic and aquatic complex with wellness/fitness center, indoor basketball gym and Olympic pools. This will create a true center of campus life and activity. Our project will focus on flex housing and affordable housing for students and faculty, as well as commercial and office space that is appropriate for a college campus setting. We will also be including a small hotel component to compliment the many programs and activities of the College.

We intend to create a new centerpiece that puts MDC on the world stage as one of the largest institutions of higher learning in the nation, here in our global City. It will be a project that celebrates the Freedom Tower and the incredible Collegiate urban campus, rather than the other proposals which seem to be land grabs in a vain attempt to pre sell luxury condos on a college campus.


The new proposal looks identical to the one submitted by the team years ago:

Update: A “cone of silence” is preventing the release of the proposals.

Jorge Brugo, who manages Pi Art Tech and Trade Center at MDC, LLC, told TNM that “we are delighted to be accompanied by such great developers, and that we are very excited to participate in the 520 Biscayne Boulevard bid by such a prestigious institution as the Miami Dade College. We are honored and wish for the best bid to win.”

Miami Dade College Committee Ranks Related Proposal Highest

A Miami Dade College Evaluation Committee decided on a ranking today of four proposals to develop 520 Biscayne, according to The Real Deal editor Ina Cordle.

The weighted scores are:

Related Group/Arquitectonica – 470
Nader Latin American Art Museum/Fernando Romero – 440

The college will now begin negotiations with the two top bidders, Related and Nader.

It's hard to believe that the worst looking proposal came out on top ! What a wasted opportunity if this proposal is chosen over the Nader one.
