The lights are all individually addressable and will be controlled by the stadium's entertainment crew @ the in house command centre. Like others have mentioned, the lights can flicker, chase, spot, etc. They will not dim, however there's ways around this by quick firing the lights 1 at a time, giving the impression that they're dimming.
The way the stadium is setup, there will be several scenarios where the entire stadium can be pitch black (with aisles/concessions lit up for safety). The nice thing about the LED lights is that they all have lasers on them for distribution, so you can direct light exactly where you want it (aisle's light up for safety, but seating/field is pitch black). With being able to address each light individually... If before, during halftime, and after the game you have 100% of the lights for the stands turned on... During the game, you can turn half of them off. This darkens the stands slightly which can drastically improve on the experience. It also shifts focus to the product on the field and provides a slightly more relaxed experience. Similar to NHL hockey games, once the intermissions are over, the general admission seating lights will dim down or turn off. An incredible feature that is always overlooked.
There's also that whole energy savings and cost savings due to very little maintenance. The field/general admission seat lights are rated L70 @ 225,000 hours. This means that @ 225,000 hours of use (25.68 years... Running non stop), the lights will still be @ 70% brightness compared to day 1. This sounds like a huge drop, however there will be an over abundance of light from the start to the point that some may not even be turned on. The number of lights used has been calculated to take the above 70% level into consideration.
Finally, the lights are also HD 4K ready. If you've ever seen HD broadcasts with slow motion and notice the lights flicker (you'll see the headlights in car commercials do this), this is the effect of the lights. These LED lights will not have this problem which isn't an issue now, but 5-10 years from now when all broadcasts are shot in 4K (I can hope?), the lights will almost be future proof.
I know people are always going to compare New Mosaic to IGF in terms of cost and build quality... But it's features such as the above lights where the people responsible for designing and building the stadium have really done their due diligence. They didn't just ask someone to supply basic stadium lights... They completed their research and actually spent big bucks on lights that many NFL stadiums don't even have yet.
