If they can fix up Skydome and make it more intimate, cover the cement exterior with something more warm like bricks, and make the roof translucent - then go for it. But if that's not going to happen and they're still going to spend 400m to do it - it would be money better spent on a true baseball stadium.

Toronto people won't show up for games if its cold and raining. The Jays need a roof, this isn't Minni with a fan base with tough skin. Even in Detroit fans stay away in April, the Tigers have abysmal attendance in the first few weeks of the season. I am never in the camp of stuff like roofs when they are not needed but Toronto is one of the few markets that needs one and IMO since Canadians hate maintaining grass I think the only way they can keep healthy grass growing is a hybrid indoor light and outdoor system. For whatever reason Canadian stadiums (I suspect costs) can't keep top quality grass growing.
Next the idea of bricks is not ideal IMO. Skydome actually fits well into the area of concrete and glass from all the condos. All they need to do is add more glass to it to make it more bright and make the roof translucent for grass and its fine.
What baseball history does Toronto have to warrant bricks and some retro style? That trend is dated now (funny to think that) as all of the newest parks in D.C. Minni, Miami, San Diego, have gone away from the exclusive retro trend.
