I'm pretty sure you will be able to get to the garage directly and you will NOT be able to get to 30th street directly. There isnt even a covered connection between 30th street and the IRS building. You cant even get from 30th street to the SEPTA subway station without going outside since the tunnel was closed 30 years ago (guessing). I'd say FMC is close enough to 30th that the outdoor walk shouldnt be a big deal.

Took a stroll around the building yesterday morning. I tried taking from a view angles we haven't seen lately.

The approach from the NW:


From the NW corner - the gap between the garage and the tower:

Although not appropriate at FMC the best example of a garage made to blend into its surroundings is the SW counter of 20th and Walnut(might be off by one block)the garage mimics the 4 story Italiante town houses with wide overhanging cornices

I know just the one you're talking about. It looks great in that setting. Re the pictures that just went up from the stadiums, amazing shots!

About 15 years ago, I used to park in that garage every weekday. It's extremely well disguised--and no doubt at great expense:

eh, while i agree the cladding is interesting, the blank street level wall makes that garage a total failure on almost every urban level. I'd rather have the monstrosity of a garage at 17th and Chancellor that houses Little Pete's and 2 other wonderful small businesses than that, any day of the week.

The eastern side of the FMC garage is facing the railyard, and is basically visually open to Center City. If there ever was an opportunity to create something visually interesting and abstract, free from the constraints of being viable at street level, this is it.

Agree. I think they could and should do something interesting there. It doesn't need anything at street level on that side. Or just enclose that side and plant ivy or vines, in keeping with the Green roof theme. The other sides that are obscured from that particular view need not match. The opposite side, for example, does have stores at the base and they could do something else on the garage portion there.

Depending upon the service that you use, there may be an option to select a thumbnail version. That's what I was advised to do when using Imgur.
