Same argument can be said about Brentwood mall, and yet it is happening. And Gap does not have to be everywhere, as neighbourhood malls can have moms and pops stores, local services like post offices, 7-11s, drug marts, grocery stores, etc. You have to think outside the north american definition of a suburban mall.
As for New Westminster, I love what's done to that area, way more than what it used to be back when 'zombies' would roam around the broken surroundings. The anchor of a skytrain mall actually makes that area more liveable. Royal City is just sad because there is no skytrain closeby serving it. Edmonds, on the other hand, has one.
You don't even need to train or go far if you have everything close by, that's what being green is all about.
