I highly doubt it. Architects like to make their own mark and I think a "remix" or blending of two designs would be sacrilege in the architectural community. I believe a pastiche is frowned upon heavily in that group.
I don't think a rising up and coming architect would want to keep Fosters design or just change it. He would want to make his own mark. Designers like to do things their own way, especially those who favor radical designs like this dude.
Anyway, as I am quite a fan of unusual structures that don't look like everything else, I'm not terribly devastated by the news. Yes, the old design is exceptional, but I'm glad the new architect isn't Childs or SOM, or something very traditional and potentially dull. We may see something very iconic here that will bring the eyes of the world back to the WTC.
Of course, there is little chance we see some funky white elephant here given the significance of the sight and the oversight involved. Whatever it is, it will be most likely a conservative piece of work.
