It will never compete with, let alone surpass, Commonwealth, BC Place, IGF, a renovated Olympic Stadium, or the future Mosaic Stadium in national flagship stadium appearance.
Just lacking size alone precludes it from ever having a national flagship appearance. Moreover, none of the renovation plans include filling in the open holes in the corners with seating, which currently look out to parking lots. When finished, it will be a fine MLS/CFL stadium (albeit with open corners), but never a national flagship stadium that the world would expect to see host an opening or closing World Cup match.
