The Kmart property and UDOT are currently having a dispute and the property which stems from UDOT destroying the old Bangerter access that used to go directly into the parking lot. For those keeping track UDOT, blew up that entrance (and I think exit) during the last incremental improvements which I think has been at least 6 years. I believe the gist of it is that KMART is alleging the UDOT caused irreparable harm to the property by deep sixing the dangerous access off of Bangerter when the CFI were added in 2010... Winco was in negotiations to build a store on the property but Winco said they wouldn't build without a direct access off of Bangerter mainly a left turn lane off of 5400 S.
Lets just say it could be some time before that property is redeveloped. As of now the place is deserted. Incidentally, it is Taylorsville and UDOT not Kearns that has jurisdiction.
I think the most important thing to learn from this whole debacle is — planning begets — development. That area is my old hood.
