Either way, I dont believe you can call 10th and Girard part of "greater" CC for various reasons.
No, I just looked at the 2009 State of Center City report and they are using the same definitions. I wrote my graduate thesis on Levy's efforts (among other economic development strategies in Philly) and I can tell you that they have been consistently using the same definitions for quite awhile.

Indeed. Look at the section entitled "Redefining Center City" beginning on page 2 of the 2011 report, which refers to a 2002 CCD report entitled "Expanding the Boundaries of Center City," and which explains the rationale and criteria for expanding the definition in 2002, and subsequently:

Most cities use an extended area when explaining "Downtown" populations, but I wouldn't necessarily say it's a farce. Center City is a very densely populated area, and when looking at all cities, and accounting for 1 mile and 2 miles, even 3 miles from the Center of the City outwards, Philadelphia is the third most populous core after Manhattan and San Francisco. Philadelphia's core is even more populous than Chicago believe it or not.

Pearl's plans for the Boyd site and that whole block of Chestnut are taking shape.

Plans for the apartment tower have moved off the corner (at least for now, I hope that project reappears because I thought it was lovely) and to the site of the theater. Pearl plans an apartment tower with "interesting" retail they are very excited about. Zoning allowance is 315' and they plan to go as of right, suggesting they are telling the CCRA can go take a hike. 238 apartments in 27 stories with 66 underground parking spots. Retail/office on the first three floors.

Are you sure that it isn't including the corner? Pretty sure the whole point of the exercise was to increase their FAR so they could build up.

Why not? Its the same distance between 10th and Girard as it is between Union Square and Times Square

Why not? Its the same distance from city hall to 10th and Girard as it is between Union Square and Times Square

If Comcast builds a third, I really hope it's taller than NY and Chicago. I'm getting tired of saying, "tallest outside NY and Chicago."

1200 footer for offices for Comcast, NBC, TimeWarner, tech incubator space as well as any tech firms that spawn off of Comcast.

600 footer including residential space for employees and international employees and work/live space as well as a new hotel.

Latest reports from the WSJ are that the Comcast-TimeWarner Cable deal is unlikely to happen (though it's definitely still possible), so just keep that in mind.

Oh Ok, it didnt make sense then- still doesn't now. They are ignoring realities about the feel and density of the "expanded" area in order to bolster the figures they are presenting about growth. Maybe in 5 years they will push it from CB Moore to Snyder. Might as well.

distance doesnt mean much when cities have different levels of density or consistency of density. 10th and girard is not CC in any way, shape or form. PHA demolished much of the housing between Girard and Brown in the 90s and replaced it with single family suburban homes. Im wondering if people have actually seen or driven through some of the areas we are calling center city. The density difference between North Philadelphia between broad and northern liberties and CC proper is almost night and day. This part of North Philly probably has similar density to East Mt airy or the Far Northeast. You are not going to go 10 blocks north of the center of Midtown Manhattan and find single family homes with yards and off street parking.

I doubt whatever is built here is going to be taller than CITC. I think this is going to be the transitional block stepping down from CITC to Logan Square. Not sure what this is zoned for currently, or to what extent the zoning mirrors the LSNA convenant, but pretty sure they are similar. Obviously Comcast has more clout than LSNA, but I still think any development of the parcel would compromise on an abrogation of the covenant, which has this block currently limited to pretty low-rise. There are also some residents in the Logan Square area who individually have a fair amount of clout, so LSNA won't just be completely rolled over, in the same way that if high-rises from the Market East area actually started approaching Market West heights and migrated toward Society Hill, there would be some pretty hard cut-offs for height as they neared the historical row home parts of Society Hill.

My guess would be one 500-800 ft tower on the East side of the block and perhaps a 200-400 ft tower further West on the block. Would be a nice step-up to the office core. Eliminating this completely dead block that is so disruptive to the continuity of the city between Logan Square and Rittenhouse is really the most exciting for me.
