Depends upon what you mean by "coming back."
Larimer is certainly being reconstructed in a big way right now. I think it is functioning more as a dumping ground for people displaced from East Liberty and elsewhere in the East End than anything, but there's no doubt with the current construction going on in the area, the population should be higher in 2020 than 2010.
Wilkinsburg is a fairly large borough. Several areas of it (Regent Square, Whitney Park, Greater Park Place) are socially stable and gentrifying. On the other side of the borough, areas like Blackridge and Beacon Hill, although arguably in slight decline, are still intact and largely safe neighborhoods. Then there's areas like Kelly West and Hamnett Place which are clearly transitional - and seem to be getting better. This map is six years old, but I think it's still largely accurate.
Overall I expect the areas closer to the City to continue to improve - slowly - while the areas further away will continue to decline.
Homewood seems hopeless now, but it has a lot going for it in terms of location (busway access, in East End, etc.) I am guessing it will not see substantive reinvestment until the rest of the East End built out and more expensive, but at some point it will become "the final frontier."
