I suppose it's possible now that the EA is close to completion. Though, given the length of the P3 bidding process, the only way I can see shovels actually getting in the ground by January 2017 is if the city bypasses the process and sole-sources it to RTG. Is that legal?
Technically legal, they just extend the scope of the existing contract instead of issuing a new one. Its just frowned upon. And given the current project and how well it is going, RTG is probably the best bet anyways.
