That's a very good candidate for Kingston's ugliest... the Empire Life HQ by the water is another possibility.
It started off as some sort of weird rental experiment... people who lived there got very cheap rent in exchange for an obligation to spend a few hours of their time a week doing work on the building. The idea was that you're basically paying rent with labour instead of money. It failed horribly and became a standard rental a few years later.
The worst thing Princess Towers did, was it basically destroyed people's opinions of highrises in the core. No high rises have gone up anywhere in the prewar city since because of public anger that stemmed entirely from the memory of Princess Towers. And as this is a poor city there's plenty of demand for residential high rises, at least 20-30 of them exist... all in the suburbs for the most part.
It's soon to be overshadowed by new developments, thankfully, as the city has finally broken out of its high rise downtown stigma.
