So a drastic improvement in public transit will have absolutely no impact on the number of cars on the road?

Edit: If the street itself has less vehicle capacity, drivers will want to go elsewhere and avoid that particular road. I can't see why the traffic volume would stay the same if changes have been made to the lane structure (and probably speed limits with pedestrian-minded changes)
