Based on what I've heard, the developer isn't in a rush to develop block 162 and instead would rather wait to have all his ducks in a row for a taller development. It would include a major retailer (Target is out), hotel, office, an observation tower, and 16th street access. I'm okay with waiting until 2018 for a new tallest. This seems like the place to build it.
