Can I just ask... Does anyone know how much money the umbrella of "the Chipman's" have received in city funds and how it was finance from the City? I'm trying to put together an overall picture.

I don't really want to make this inflamitory, I just want to know the actual numbers and the method they are being paid for with.

Don't have any idea of the number but my guess would be "lots". Don't ignore money from the province too.

David Thompson wouldn't have shown the interest he has otherwise.

I want to ignore the provincial money though... They are getting a return (somewhat). What I want to know is; is the City getting anything out of this financially, without all the name calling. Just the numbers.

This would be a significant undertaking given how far this goes back and depths at which the subsidies exist, both provincially and municipally. We can very easily get our hands on all of the SHED provisions that manifest in the TIF at the municipal level and all of the zoning and servicing agreements that would form part of the council decisions, but the real money is in the development agreements we don't have access to because they're done through CentreVenture and the city which don't publicly disclose. You'd need to request that through a freedom of information request if they'd give it at all. For example, while we know that the SHED TIF was originally conceived through a $25MM finance package borrowed by both the city and province to pass along where the city started on the hook for about $8.5MM and the province at over $12.5MM, we don't know how much of that has been subscribed. It's also becoming confusing because while CV is supposed to be administering the program, they've been out buying land to eventually apply these subsidies. So while the $25MM may now be maxed - we don't know - we do know that CV is in debt on two properties to the tune of $12.4MM to the city for the purchase of two hotels where the TIF was supposed to be the driver of redevelopment but wasn't. That's essentially moved that $25MM to approx. $37.5MM which is already outside of the SHED TIF mandate. We'd also have to go way into the legal annals of the city to discover the terms under which the CentrePoint lands were assembled and at what cost given that this was prior to the SHED TIF. And none of this accounts for the subsidy under which the MTS Centre was built and is maintained.

There are significant and ongoing tax breaks through the alteration of usage codes on the property tax assessment. Because the MTS Centre has been deemed a 'recreational' property as opposed to a 'commercial' property, the building receives almost 80% of it's property taxes in the form of a rebate. That alone is worth over a million dollars a year. The business taxes on the building are also fully refunded annually at between $250-$300K.

Beyond that, the entertainment tax rebates, the repurposing of 90 VLT machines to create another $4MM subsidy - the list goes on and on. Selinger's argument at the time was that we needed to subsidize the Thomsons and Chipmans to strengthen the long-term viability of the 'community asset' which is a whole new definition of 'community asset' where the profits created by the community roll up to the ownership.

The thing is, 'I don't understand, you're just jealous, Jets, Jets, Jets' isn't an opinion. That's not a reasonable objection to a well thought through comment. I really don't care if somebody wants to claim I have some personal vendetta against the Chipmans because I don't, but that still doesn't make their opinion valid.

This is intricate stuff. To have no concept of the inner workings or deleterious effects of this sort of deal-making does not excuse ignorance. It works the opposite. Coming to the defence of somebody who is actively trying to undermine the vast majority of citizens because: 'Jets' is ignorant and harmful to the broader discussion. It's the reason things have been able to happen like they do.

This isn't elementary school. Not all opinions are equal or even valid.

Who's responsibility was it to find a developer for the land? Why was that particular property inserted in the contract for the WCC?

I wonder why those specific and limiting conditions weren't renegotiated with Stuart Olson? I mean, even if a grandiose 25 storey SPG-point dispensing Westin couldn't have been built there, maybe something a bit more modest like the Alt hotel could have been. It would have been better than nothing and certainly a lot better than the mess that everyone is covered in now.

It would be really fascinating to hear a little more as to why Matthews Southwest pulled out and why Stuart Olson decided to give up on that. It would be even more interesting to find out why the WCC didn't renegotiate the deal but Centreventure was apparently given carte blanche to get a deal done. Maybe if Chipman sues, the answers will, as simplicity suggested, come out in the discovery phase

I think you nailed it right there. Is no one else troubled by any of this? Even if Centreventure and Chipman don't like this line of questioning and did nothing untoward, I still think it's incumbent on them to account for this.

WCC made it part of the (never-completed) deal with SO. They partnered with Matthews Southwest, who then pulled out leaving SO without a way of getting the thing built. The penalty clause is toothless because apparently, no one actually got around to signing the contract on this nine-figure deal. This is apparently why SO doesn't have to pay the $16 million penalty on failing to get the hotel built.

The whole point of the hotel development is so that the tax revenues pay down the city's share of the WCC expansion costs. Between this fiasco and what's happening with the old stadium lands, it's becoming clear that this isn't a good way to finance new projects.

Exactly. I disagree constructively with just about everyone here sometimes, and some people are better at that than others but just about everyone on this board is capable of carrying on an argument. And nobody could accuse the board members of conducting a circlejerk. But Unknown has never participated in an argument without resorting to personal attacks. That, I cannot respect.

Which is how I see it, yet everyone keeps suggesting that because CV was dealing with TN we're out $12M. Even though it was the city that directed CV to find a solution to 220 Carlton.

Question: What's the solution to all of this? Go to a public RFP or go with the True North plan? For sake of preserving some sort of public interest, the RFP is the only route.
