Ha! I doubt they're doing soil testing for a food truck, but if there aren't any permits on file as of yet, maybe they really are just prepping it for the market (that seems oddly specific to me, but maybe it's a common practice). It's shown as highrise residential on the original Atlantic Station site plan, so I think it's probably already zoned for that. The area is within the Midtown Alliance but it might not fall under the DRC. Based on those assumptions, we might not hear anything until the first permits are applied for.
It will probably be at least a decade before all those vacant lots are built out, but I have a feeling this will be the year the first major project is announced... maybe 17th and State will be it. I think their office space is still hurting a bit (albeit helped by Worldpay), but the residential and retail spaces around there have very low vacancy rates, so that market seems ready to bear another tower or two.
