The problem with a "side-of-road" alignment during the planning stages was letting either Burnaby or Coquitlam have jurisdiction of the tracks on North Road - and be responsible for the extra costs of repairing the roads during construction.
Since they wouldn't let each other 'win' owning the tracks, the province decreed a line down the middle of North Road - which is also the boundary line between the cities. The Skytrain construction also required widening North Road and relocating the road one lane westwards into Burnaby, so that city had to pay for the extra roadwork costs on the southbound side, and Coquitlam had to pay for extra Northbound roadwork on their side of North Road.
Persnikity people will say that one track is in Burnaby, the other in Coquitlam until it turns onto Clarke, at which time it becomes all-Coquitlam.
A similar Burnaby vs. Coquitlam pissing match helps explain why there isn't (and likely won't be) a Cameron Station on the line.
