For a tower to even be finished within two years of the CITC it would have to be proposed basically right now and experience no difficulty with financing, approvals, etc. Super talls don't normally just spring up over night. At this point it seems very unlikely a tower will surpass it by 2020 and the more time passes without a legitimate proposal to build such a building, the longer you can safely push that date back. I'd guess that CITC is the tallest outside of chicago and nyc for about 10 years.
