What is all of that grey cable/piping within the rebar flooring?

Likely electrical conduits for various things that will be mounted to the ceiling, lights, parking sensor lights, gas detection equipment etc. If it can be run in slab that saves some time running conduit later. Whether that's necessarily good practice or not will be for someone else to speak to.

You will notice the porta-potty is above him, if he screws up it opens a trap door, and empties into his cab!
