It's an inconvenience. If they close the sidewalk, they should make accommodations, such as closing one lane to cars for that bit and make it a temporary MUP for cyclists and pedestrians to use to get around it, as usually happens when other sidewalks are closed due to construction. They could even have built a sheltered walkway or some other modifications.
But don't forget to include people with low mobility - elderly, people with disabilities, etc. Forcing them to take a different, longer, more roundabout route isn't fair to them. For many of them, they may not have the energy or may have physical difficulties walking, and this increased distance, miniscule to able-bodied people, doesn't make this accessible for them.
Furthermore what this says is that people who would use that sidewalk don't matter, and that they're not going to make up for it by using one of the two lanes because apparently motorists are more important pedestrians, and you wouldn't want to inconvenience them by making them use one lane instead of two.
