Think of the Keys-to-the-City Pass like a UPass for your city. The goal is to encourage users to engage with amenities they might otherwise not use, taking ownership in their community. Together, transit, recreation, and the library serve to promote public health and mobility.
Transit Adult: $96/mo --> $1152/yr
Transit Youth: $60/mo --> $720/yr
Transit YEARLY Senior: $95/yr
Transit YEARLY Senior Low-income: $15/year
Transit Adult Low-income: $44/mo --> $528/yr
Anyone can use the library for free, but you must have a card to remove materials.
Adult Library card: $12
Youth: $6
Children: FREE
Seniors: $9
Rec Centres: variable depending on area of city, age, family discounts, etc. Typical tier-1 adult aquatic & fitness centre pass is $432.50/yr
The total price for an adult to have all 3 passes for 1 year is $1596.50. Many people use only transit, so if the city were able to offer an annual Keys-To-The-City Package for $1500, I'm sure a lot people would jump at the chance. Others, only use rec centres and may be more inclined to use transit occasionally if they had the card already. Throw in a round of golf at a city course. Who knows, maybe they would find themselves using a city amenity they otherwise wouldn't have.

I think a key to this idea is long-term financial commitment, rather than use-by-use or month-to-month. Cell-phone companies and private gyms have figured this out. This way the city can count on money for the whole year, even if people are away in the summer or leave the city. It also avoids the hassle of getting a new transit pass each month. Also, the city should find other ways to make money once it attracts users. For example, build a cafe or lease space to retailers at every rec centre and library (ie. Booster Juice, Indigo, Starbucks, etc --- currently, this is uncommon in Calgary rec and lib). It may even be worth exploring lifetime memberships - a great gift to a child from grandma/grandpa - something to encourage them to always call Calgary home and feel free to return after years away.
