The west memorial sanitary trunk has nothing to do with the June 2013 flood*. The problems were known about well before then. Basically, all the sewage for a large part of NW Calgary (and Cochrane) drains through one big line in Bowness. This line filled up, due to the large amount of growth in the NW. This caught the city by surprise, and I think it was discovered when people were calling in complaining about sewage backups in their basement.
While the whole pipe might not be "full", there is a definite pinch point in the vicinity of the River, so that is what the fix is for.
*While the trunk was experiencing capacity issues before the flood, I am sure there was all sorts of infiltration during the flood, which certainly didn't help matters.
