Actually it hasn't been mothballed, however, without Whole Foods it might not move forward very fast. Schlosser submitted a restrictive covenant amendment request yesterday (Thursday) for the property

They've been trying for months to resolve that issue. If you've ever parked there you've seen the signs all over the lot stating that you are parking at your own risk because the parking lot floods during heavy rainstorms. So far every plan they've come up with for drainage remediation has been rejected by the city.
