I thought for sure another crane was being installed on Sunday with the big Mammoet crane in the hole. I wonder what they were doing that the tower crane couldn't have done.

Mostly but not exact. The tower will be in that spot and roughly that shape but will be a bit bigger footprint.

So that must be the exact footprint of the tower then? I assume this because if they're putting the crane base there, they can't expand that rebar any further forward. Or can they? If that is the footprint of the tower, that would be great, because that means the plaza on the south side will be (relatively) huge!

It must be the footprint, or least pretty close to that.

Three hundred meters an hour was the target...roughly 21 hours if all goes well.

As of 4 PM today there was 3000 cubic meters in the hole.

That public plaza is going to be a decent size! Nearly a quarter of a city block!
