Aquilinis partner with First Nations in land deal

The Tsleil-Waututh and Musqueam First Nations announced this week they have partnered with the developer Aquilini Investment Group in the purchase and development of Burnaby's Willingdon Lands. -

Apparently $25m is needed for the Capstan Way station. Does anybody know how much was contributed by Concord Gardens?

Another cornerstone of the future Capstan Village is advancing to a public hearing in two weeks.

Pinnacle International (Richmond) Plaza Inc. is proposing to turn a now vacant 4.26-hectare (10.5 acre) City Centre site into a neighbourhood of 1,128 homes. Also planned is hotel, retail, office and public amenity space similar in size to the planned Walmart mall a kilometre away.

Bounded by Sea Island and Capstan ways and No. 3 and Sexsmith roads, the proposed project is one of several in an area clustered around a possible new Canada Line Station. The new transit node is at least 15 years away, as city and transit planners await contributions from developers in exchange for density bonuses.

Pinnacle's project alone is expected to generate $8.8 million for the station.

Proposed are nearly a dozen towers, ranging from eight to 16 storeys, linked by street-level units. It will include 17 subsidized affordable housing units for professional artists, and a 0.7-hectare (1.7 acre) city-owned neighbourhood park next to future rapid transit station.

Coun. Linda Barnes said Pinnacle is building to LEED silver status, but could achieve gold—the third highest rating of four environmental certification levels set out in the Leadership in Energy and Environmental Design process.

"This is an area that is going to change how Richmond looks as you enter our city from Vancouver," she said. "It's going to be a really good new gateway."

The site was once home to 14 single-family homes. Pinnacle owns one neighbouring property—already rezoned for a 200-home high-rise development—while other nearby properties are at various levels in the development process. The largest is Concord Gardens, a similarly-sized development approved by council two years ago.

The Pinnacle file will go to public hearing May 20 at 7 p.m. at Richmond City Hall.

I really don't see the point of a station there, it's only 650 metres from Aberdeen Station. It would just slow the line down.

From my understanding, the line is deliberately running below top speed at present, so that the new stations (YVR2, Capstan, 33rd, 57th) will not affect the overall trip duration.

I think it is a good idea to build this station. There will be a lot of population living in this particular area, in the "habitable zone" between the runway flight paths, and the existing stations are nowhere close to it. It's a lot like King George vs. Surrey Central - they are close, but not close enough to ask people to walk it.

I wonder which will be built first - YVR or Capstan? It seems likely that 33rd and 57th will be much later if ever.

I don't know, a 7 minute walk really isn't that bad. My preference is to have 1.6 km between stations unless there is a major attraction nearby, and I don't see one there. That being said it's not like I'll care much if/when they do build it, I'm just not sure I support it. I'm just a little OCD and like everything to be perfect.

It is really not much more than the distance between many other SkyTrain stations built in dense areas. Each of the stations in Richmond are somewhere around 750m apart, as are several of those downtown and further along the Canada Line.

I know, it's just a personal opinion. The difference for me is that where stops are close by (Richmond-Brighouse and Lansdowne, Broadway-City Hall and Olympic Vilage, Downtown) they serve major points, whereas Capstan Way really doesn't have anything of importance other than saving people in condos walking time. Like I said, I won't lose sleep over it (which I honestly would for example if Surrey gets LRT over Skytrain) but it's just how I'd do it. At the end of the day, there are many people going over this right now to choose the best option, while I'm just an 18 year old sitting in my pajamas on the couch.

At full build out I believe that Concord will have about 1,245 units x the Capstan levy per unit of $7,800 = about $9,700,000. Polygon's project will have about 530 units x $7,800 = $4,100,000. So between those 3 developers, that should equate of a contribution of $22,600,000. You should note however that these funds are contributed once units are actually built so these are just budgeted amounts, not actually contributed yet. Also, contribution to the fun is capped once the first 3,250 units are built. Realistically, other developers will be contributing to the fund, like Yuanheng on the west side of No. 3 Road plus anything else that gets built.

You should have read all the rage here when it was announced that new mall at YVR was going to be like 200 feet away from the Canada Line station instead of...in it?

Hahah I did see that. While I agree that the development should have been closer to the station, I think the developer's logic that there's already a parking lot there and just dirt beside it makes sense and really isn't a big deal. It would be kind of silly to tear up a parking lot to put up buildings and then make a new parking lot right beside it on undeveloped land.

There are quite a number of projects around the CAPSTAN VILLAGE area. I wonder how strong the demand there is for that area of Richmond? No one seems to be posting on projects around the area so maybe it's targeted just to foreign immigrants?

So far demand has been good at least for Polygon and Concord. Polygon just opened their first tower a week or two ago and I think they have sold about 70 (??) units. Concord opened their first tower about a year ago (?) and pretty much sold out their first tower around 200 units and I hear they sold about 120 units of 200 units in their second tower... I have no idea about how Pinnacle is doing.

I believe noise contour building exclusion zones come into play for the parking lots north of the station, which will be expanded to include those for the designer outlet retail development at YVR, plus what is being built right now is the first phase of the project and it will be built out further to the west as the market warrants. The approximately 400m that a person will need to walk from the station to the centre of the outlet mall is almost exactly the same distance as one would walk (as the crow flies) from the Oakridge-41st Station to the far side of the Oakridge mall parcel. Alternatively, it's also the same approximate distance as one walks from Vancouver City Centre station to the Georgia Street entrance of the Main Public Library. Neither is a brief walk, but nor are they unconscionably long. A 400m radius is frequently considered to be the sweet spot for how far people will comfortably walk for transit and it's not uncommon to double or even triple that for rapid transit service.

The walk would be way too long when you are carrying (or lugging) bags of designer stuff to the station, especially on a wet and windy day. Still not making a lot of sense for the designer mall to be located so far away from the station. Bad design.
