Same company as the Airport Parkway... Does this mean it'll take them 4 years to build the parking garage just to rip it down as soon as its done I wouldn't trust those losers with building anything else in the city. I won't be parking my car in there

Corruption is always a possibility. Another possibility is that the city has no mechanism to legally blacklist a firm with a poor track record.

OTTAWA — Construction of an eagerly anticipated Glebe parking garage has been delayed by a year.

The four-storey parkade, with 149 spots and more space for bikes, was supposed to be finished in October. But construction has now been delayed and the deadline pushed back to November 2015, said Capital ward Coun. David Chernushenko.

The $9.5-million project’s initial timeline was overly optimistic, he said, and a nearby property owner is also appealing the project to the Ontario Municipal Board.

Chernushenko said the OMB hearing is scheduled for June 19.

“We met with (the resident) on several occasions to try to address his concerns,” Chernushenko said. “It would have meant a complete redesign of the garage.”

He said he hopes the city gets a favourable outcome at the board so the new construction schedule is uninterrupted.

“Regardless of what comes out of this (OMB) process, this was going to be a challenge for us. The city is learning its lessons from other projects that haven’t gone well lately,” such as the Airport Parkway bridge, which is expected to be three years late and $4.7 million over its $6.5-million budget.

A third-party review of the garage project found the six-month construction timeline was too short by at least a few months, he said.

Instead of construction starting this spring and ending in time for Christmas shopping on Bank Street, up to 10 months of work will begin early in 2015 and is expected to finish in time for the next year’s holiday season.

The garage, meant to help ease future congestion from Lansdowne Park, will be built on an existing city parking lot at 170 Second Ave.

Chernushenko said he wanted to ensure either the existing lot or new parkade were available during each holiday season.

He said the extra parking demand is projected rather than current, so a short delay isn’t a big problem. He said he has “mixed emotions“ about the delay.

“On the one hand, we did want it to be up and running when Lansdowne opens,“ he said. “On the other hand, I am much happier with a realistic timeline.“

Find me the guy who can build, start to finish, a multi-storey poured concrete garage in a cold climate in 6 months, and i'll hire him yesterday.

Appeal of Glebe parkade plans dropped

A city plan to build a parking garage in the Glebe is going ahead after a neighbour gave up on appealing the project to the Ontario Municipal Board.

The four-storey garage, to replace a surface parking lot between Second and Third avenues near Bank Street, was originally supposed to be finished last month. Instead, the appeal of a rezoning the project needed has pushed the start of construction into next spring, with completion now expected in fall 2015.

The appeal never came to a hearing, which means the grounds for the appeal aren’t public. A planned hearing day in June was postponed and a new one in late October was cancelled.

Coun. David Chernushenko said John Kaczmarek, who owns a rental property next door, had sought a full redesign of the garage but was eventually satisfied with a city promise to erect a fence, re-arrange some ventilation, and let him or his tenants park on a corner of the city’s land.

“It’s all water on the bridge now and we’re delighted we can move forward,” Chernushenko said.

The $9.5-million, 150-space garage isn’t needed yet, according to a city parking study, but the city is building it anyway because it expects the Glebe to have a shortage of parking eventually. City staff had suggested charging different rates for parking on Glebe streets — which tend to be more crowded farther south, emptier at the north end of the neighbourhood — might spread cars out and eliminate the need for the garage, but city councillors rejected the idea.

The Glebe is a lot like Westboro, in that almost everyone owns a car, but there are constant demands that no one else park near where they're living.

The funny thing is, a lot of those parked cars are owned by people from other neighbourhoods shopping in Westboro and the Glebe, thus keeping the treasured institutions of their 'hood operational.

Actually, the Glebites I know were anxious to see the garage built and perturbed by the delay.
