Shopoff Group makes a $2.8 million offer for Oregon City's Blue Heron mill site


Another buyer for the bankrupt Blue Heron mill property surfaced Friday.

The Irvine, Calif.-based Shopoff Group made a $2.8 million offer on the Oregon City property, far below those of two previous prospective buyers.

Terms of the deal call for Shopoff to close by June 16 ,although the deadline could be extended by 30 days.

Lake Oswego residents to weigh in on Wizer Block plan at public hearing (live updates)



The developer behind a plan to replace the aging Wizer's shopping center with a upscale retail and housing project will on Monday once again face the city's Development Review Commission.

The commission, which is charged with making sure developments meet city code and design regulations, will see a plan different than the one it nearly voted down in February. This time, the developer got rid of a planned 5th floor, reduced the number of apartments to 207 and added 8,500 square feet of office space, among other modifications.

The developer hopes the redesign will satisfy some of the project's critics, which argue the $92.6 million development features too many housing units, not enough commercial space and doesn't fit with the small-town feel of downtown Lake Oswego.

Debate continues on future of Wizer Block and Lake Oswego's downtown



Lake Oswego residents will once again sound off on a developer's design for an upscale residential and commercial project on Block 137.

Hours of testimony for and against the project overwhelmed a Monday Development Review Commission public hearing and forced a continuation of the meeting to Thursday at 6 p.m.

The commission will determine whether the design, which includes three buildings containing more than 200 residences above shopping, office and parking space, meets city code and design regulations. Block 137 is currently home to the aging former Wizer's Oswego Foods building and is planned for redevelopment.

At Monday's hearing, supporters of the $92.6 million project said the design fits the future of Lake Oswego's downtown. The apartment-dwellers will support nearby businesses and the project's attractive design will bring visitors from around the region. Several supporters said they'd liked to move into the new apartments once they're built.

The Lake Oswego Development Review Commission on Wednesday shot down a developer's controversial plan for a upscale commercial and residential project on the aging Wizer Block.

A majority of commissioners found the plan for three four-story buildings, which includes 207 apartments on top of retail, commercial and parking space, does not meet city code and design regulations, despite a recommendation to approve the project by city staff.

Adherence to the city's "village character" regulations and issues of "massing" most concerned the commission. "If we could approve a project that would have smaller buildings, I'd be all for that," said Commission Vice Chair Brent Ahrend.

The decision comes after months of argument around whether the development is the right fit for one of downtown Lake Oswego's most prominent blocks. The commission earlier this year nearly denied the project before allowing the developer, Evergreen Group LLC, to return to the commission with a scaled down the design.

In public hearings, supporters of the revised project said it is attractive, would invigorate downtown and fills a need for multifamily housing, while opponents said it is too dense, too large and doesn't fit the "village character" of downtown Lake Oswego.

I've lived here for 3 years and went to Lake Oswego for the first time today. I wasn't impressed at all. They NEED developments like that.

The battle over a proposal to redevelop Lake Oswego's Wizer Block continues Monday as the developer makes an appeal to the City Council.

Patrick Kessi, principal with Evergreen Group LLC, is fighting back against a July decision by the city's Development Review Commission to deny his plan for an upscale apartment and commercial complex in the heart of downtown Lake Oswego.

A majority of the commission found the project did not meet the city's "village character" design standard and the vision for a "compact shopping district." But Kessi argues that the commission misapplied the design standard and the decision was made in error.

Lake Oswego council clears way for Wizer Block project to move forward

Despite this week’s public testimony heavily weighted against Evergreen Group LLC’s proposed redevelopment project for the Wizer Block in downtown Lake Oswego, the city council on Wednesday night voted to allow the project to go forward.

In a 5-2 vote, which prompted applause from a standing-room only crowd, the council overruled the city’s Development Review Commission, which had rejected the three-building, 290,000-square-foot project earlier this summer for size and scale reasons. The councilors in favor of the project argued that it met the appropriate city code and could not be rejected.

“I believe that this sends a good message to the community that we have a first-class developer, a first-class architect and first-class development that everyone will be proud of,” said councilor Skip O’Neil, who voted to approve the project.
