In the words of the architect, the cubes are meant to be "cantilevered 4-storey sky gardens." In other words, they're silly add-on elements meant to create "visual interest" and reflect Vancouver's so-called "green" culture. You'll notice that several towers in Vancouver have protruding boxes (e.g., Shangri-La), though none as prominent as this. In my opinion, I think they're ugly, tacky, unoriginal, and detract from the uniformity of the buildings.
