Cause when given the choice between replacing a well utilized and critical piece of infrastructure which is at the end of its life cycle and expanding a second infrastructure system, good governance and common sense dictates that you spend money keeping your existing infrastructure first. Note, justifying funds in excess of that which is required to maintain capacity is where you can start see the funding favouring transit more.
I'll settle for Millennium Line extension to Canada Line, B-Line Expansion and Expo Capacity improvements with Patullo and Massey.. Vancouver Street Car can be paid for primarily by the city and the Burnaby Mountain Gondola can be easily debt funded with a modest amount from the province to score political points when they need to.
