I've always thought it would be a useful thing for runways at airports never really considered roads though.
How are these roads being heated? Are they running electric coils through them or are they using some kind of piping system using a liquid (not necessarily water)?
In an industrial area or somewhere near thermal stations you might be able to use waste heat if the heating system uses piping. I always figured that's what Iceland does, but I don't know for sure.
It's probably more useful to do this for sidewalks first since sidewalk clearing is usually nowhere nearly as well done as road clearing.

It seems to only be for important locations, such as major transit stops and steep, busy streets. Its probably a really good idea because for the mountain access I'm sure cars would just slide right down it in winter.
I can really see the utility for the steep roads crossing the escarpment. This kind of reminds me of a pilot project the MTO had at the 416-401 interchange that integrated automatic deicing sprayers that would apply some sort of chemical when certain conditions were reached. I don't know if they ever expanded, but interesting nonetheless.
