Grants to clean up Rideau Centre, ByWard Market ahead of development get committee OK

OTTAWA — Ottawa’s finance committee has approved millions of dollars in grants to help developers clean up contaminated or deteriorated areas — also known as “brownfields” — at the Rideau Centre and ByWard Market.

The grants help companies clean up areas where developers want to build. In exchange, the development means the city gets a boost in property taxes.

Three such grants were quickly carried by the committee at its brief meeting Tuesday with no discussion. One is for Claridge Homes’ controversial hotel development on Dalhousie Street, which will get about $1.85 million over a decade, and which should be recouped by new tax growth within a year.

Cadillac Fairview will receive no more than $3.2 million over a decade for an expansion of the Rideau Centre. Through new tax growth the grant is expected to be recovered within two years.

The last grant is for less than $445,776 over a decade, toward a hotel and residential development at 199 Slater St. The grant is expected to be recovered by taxes within a year.

Each of the sites has residue requiring cleanup, including petroleum-based products, heavy metals, hydrocarbons and volatile organic compounds.

Now that the finance committee has carried the grants motions, they will go to council for final approval.

As I passed through the Rideau centre building, the former Sears building is starting to look like Nordstrom.. Many shops in the Rideau centre have been closed down. Victoria Secret and Pink will be opening its doors soon.

I also noticed yesterday that Sephora will be moving as well. This makes sense since the current location was the old entrance to the Ogilvy's/Bretons. They'll likely hollow out the current Sephora and have it lead into the new expansion.

Just to add to loga0082's post, Victoria's Secret is taking over the space once occupied by American Eagle, and Pink is taking over the space once occupied by HMV (directly below the future Victoria's Secret). I believe both stores indicated they would be opening in Spring 2014.

A few notes to add - Sephora is moving to the same floor as Apple, just down the hall, beside Sirens. Harry Rosen is expanding. The elevator in Eaton Court (in front of Nordstrom) is being taken out and will be moved to where Mrs. Tiggy Winkles and that art gallery used to be. Tiling work has begun around Club Monaco if you are interested in seeing what the final floor finishes will look like. There is also a mock up of the new railings (all glass with a stainless steel guard rail) beside Harry Rosen.

So there was an entrance to Ogilvy's from the Rideau Centre!? Why did they tear down the annexe (for an eventual expansion) if it was already connected to the Rideau Centre!?

I should have added a disclaimer saying that I was a child at the time I last visited Brettons/Ogilvy, and my recollection is a bit spotty That said, I know for sure an entrance to Brettons was there. I thought Brettons took over the old Ogilvy building, but it doesn't seem that way from this old article (via Google News): http://news.google.com/newspapers?nid=21...AAAIBAJ&sjid=qu8FAAAAIBAJ&pg=1753,352922. However, they may have been an entrance from Brettons into Ogilvy's - I don't remember having to go outside to get to Ogilvy's from Rideau. On top of that, I recall there being some kind of building between Rideau and Ogilvy in that space that has until recently been a surface parking lot. I can only speculate that at least one floor of the building(s) was once Brettons and that it may or may not have been connected to the Ogilvy building somehow.

* I tried pressing my folks for some info on the Rideau Centre entrance, but they don't recall either...

I know that the old Olgivy store was knocked down last March because I saw it on Youtube when a guy was filming the Rideau cinemas. The building has been closed down for over 20 years. My mother use to shop there. There was a parking lot. With construction going on, I cannot even enter in Nicolas and Besserer street to go inside the Rideau Centre. I think that a Simon's start is going in the expansion and some mythical movie theaters. I saw that the Old Navy is going near Shopper's Drug Mart which looks like the top floor. The Nordstrom will be located on the top floor where the Sears building once stood and the food court will be in the basement of the Sears building. I think that Zara and H&M will be located in the expansion site. For the former Rideau cinemas, the constructors are building temporary offices. I contacted the manager about the Rideau centre expansion. That is all I know.

April is when the teardown was completed There's an even better video up there that I filmed the day before the building was completely gone. I'm writing a book about Ogilvy's and took 2000+ photos of the place between 2011-2013 documenting it properly knowing full well it was a matter of time before it went away. I run a Facebook group for the building also posting past/present/future stuff about it. Book outta be done in 2016-2017 once facade is rebuilt using semi original (1916 bricks) materials (original 1906 facade was trashed in the 1940s & replaced with the flat brighter bricks)...

Yes, when Rideau Centre opened in 1983 Ogilvy's was connected directly into the main mall. The annex was where the parking lot used to be and that in itself was connected to the main store. The annex was 1970s vintage as it had to be rebuilt after the December 1969 fire that trashed the whole annex and the entire interior of the main store. After the fire, 126 Rideau was closed for almost 2 months while they did a complete interior renovation. They entire stock was a write off. $2m worth in 1969 dollars of inventory was destroyed. So whatever we "thought was original" when it was gutted in 2006 was that stuff. Nothing original really was left by then, and by the time Robinson's had the place, only 2 floor were being used in the end because the upper floors were dated and unsafe so they weren't used. The higher up I went into the place, the more "gutted" it looked. The red staircases were installed after 1992 and a brand new lino tile floor was put in 2006 when the idea floated about re-using the space i guess. 2nd floor was missing some hardwood and the studs were exposed, a little "caution" when walking through. The back of the building leaked from the room down into all the floors near the rear freight elevator. HUGE hole in the roof somewhere allowing pigeons to enter. Those things would dive at you. 5th floor was incredibly moldy in the ceiling areas and smelt like death. It was surreal to go in there. Glad I did though... It felt natural to be in there

I believe the annex was demo'ed in the mid 90s because I don't really remember them and viewing old aerials, the site was re-purposed and had a CIBC bank there for awhile, with it being demo'ed in the mid 2000s... You could see there was a basement there also. When the annex was demoed, the foundations were left in place. While PCL were digging out the area recently, you can see the foundations come back to life and elevator pits in certain areas. It was cool... Almost like an archeological dig. Go through Google Archives and find when the mall opened. There's a plan of the mall in there and Ogilvy's is on it with an entrance where Sephora's is now. I've known there were moving for months now because that area becomes the new in point to the addition.

My boyfriend is visiting Ottawa from Alberta, and yesterday we went out to eat in the market, passing through the Rideau Centre several times between Mackenzie King & Rideau Street. He felt that the mall was very sketchy and felt like a run down subway station thanks to all the boarded up spaces.

The renos are taking quite the toll on the mall.
