I would be surprised to see WestJet and their partners separated into different terminals.
Westjet has extensive codeshares with American and Delta. AF, BA, and a host of others codeshare on Westjet to provide domestic connection onto their international flights.
What is more likely is for Air Canada and Star Alliance partners to stay in terminal 1 and WestJet and their partners to stay in terminal 3. All the charter airlines get fit into where every there is space.
