That is totally true about downtown having the feeling that it should be busier.
I don't think Chinook is a problem though, that whole area should be seen as an opportunity to create a new node of urbanity. It's pretty much the perfect location too, being almost the exact geographic centre of the city. There are a lot of plans currently in place to make this happen. Similar to North York, but rather than a linear node, the Chinook area will be more of a globular node.
