Target's more likely, for a few reasons.
1. Walmart recently rebuilt its Pier 70 location, which this intersection is very definitely in the catchment of. By contrast, Target's Snyder Square location is aging and undersized and feeling it.
2. There's some retail speculation that vestigial giant A&P is seeking to divest itself of markets it does not dominate (such as Philadelphia). If this happens, our Superfreshes and Pathmarks will be put up for sale. Shop Rite is rumored to be interested in the Pier 70 Superfresh (to my detriment, btw), partly due to "structural issues" at Snyder Square.
3. (1) and (2) suggest that Snyder Square's owner may be facing a dead mall in the near future, and/or its owner is planning redevelopment...
In any event, if you're a hypermarket that has successfully anchored vertical retail, and there's potential vertical retail that offers an opportunity for divesting from decidedly inferior facilities with an iffy coanchor, would you take it? Target is holding the high cards if Blatstein's proposal is to succeed.
