The history of VLTs at the Downs is that originally VLTs were not allowed at all in Winnipeg and used to help fund development in the rural communities where they existed. The Downs was struggling financially, especially with attracting people in the off season, so they were granted special permission to introduce VLTs to Winnipeg. As part of that special agreement the funding agreement was changed from the standard for rural and eventually Winnipeg VLTs so that a larger share of the income went directly to the Downs. The changes the NDP are proposing is not removing the VLT units from the Downs but rather bringing their agreement more in line with the standard agreement everyone other than True North is under.

I'm for WesportFestival but the Downs/Peguis want to start this in the Spring/Summer next year with the 100 million + they recieved for the land claim dispute. Westport is going through traffic feasabillity studies and they want to plunk this down next door in 6 months. Is it a Race?

I think the two developments are targeting different groups. Looking at the plans for Westport that have circulated it seems that it is going to feature two large stores, likely Target and Lowes based on existing retail in the area. Around those stores there will be smaller development with most of it being "service" industry stuff like hotels, restaurants, etc targeting vehicle traffic arriving to or leaving from Winnipeg via the Trans Canada. Looking at other cities, the western edge of Winnipeg is really lacking in this type of development that is not uncommon in other cities.
The Downs development, seems to fall more in line with the design style used in outlet malls. The pattern for outlet malls is to locate close to major highways, and it Canada close to the local airport, and the Downs site meets both of those criteria. We also know from this
Jan 26, 2011 WFP article that Winnipeg is due to receive an outlet mall between 2016 and 2018, not too far off from when the Downs project might actually open.

The reality is Winnipeg is running out of undeveloped land with the current boundaries regardless of the part of town you talk about. Sage Creek, River Park South and Southpointe already run right up to the cities edge. The situation is similar on the northern edges too. The Downs, Westport and likely CentrePort all fall within the boundaries of St Charles which takes its name from the over 100 year old church near the Perimeter and Assiniboine River.
