The reason Burnaby doesn't subscribe to that silly notion is because no part of Burnaby south of Metrotown can actually really see the mountains as it is lower than Metrotown above sea level.

That is the big advantage I think the likes of Burnaby and Surrey have over downtown Vancouver. Downtown Vancouver is basically against the mountain view at sea level for the rest of Vancouver which is largely on a hill looking down on downtown. So it "gets in the way" so to speak.
Whereas Metrotown is perched 350 feet above sea level and Surrey Central is about 310 feet above sea level so they actually look down on everything elses more or less so they'll really never have this viewcone thing.
The other thing in Metrotown's favor over all the other areas in Metro Van including Surrey is that I don't believe it is in a major flight path like Surrey Central is. For Surrey Central to start building 200 meters or more in the FAR DISTANCE, it will have to contend with flight paths to YVR where I don't think Burnaby ever will have to for both Brentwood (in a hole) and Metrotown (on a mountain).
This building looks really slick though. I really like it and can see it from many parts of the region now. It also fills in a gap in the Metrotown skyline when viewing from Highway 99 and is (even now still U/C) the most pronounced building in that skyline. As other buildings come online and fill in the gap even more, Metrotown will really start to have that "downtown" look to it from a distance.
