Dumb question: do people ever swim to the Toronto islands?

No. The water in the harbour is dirty and has a high volume of boat traffic. People who want to swim do so at one of the beaches.

They're not on their way to the Islands, but my old swim club do their open water swim practice in the Inner Harbour. And the perception that the harbour is dirty is a myth. It gets tested constantly and has been very clean for over a decade. Industrial activity on Toronto's downtown waterfront is largely a thing of the past.

That's awesome, is that Calgary's old city hall or something on the bottom right?

Yeah it's old city hall. Interestingly enough, I think it still houses some of the functions of the city government. I'm not sure to what extent though. It is directly connected to the current City Hall, which is where the photo was taken from.

The offices of the Mayor and each Councilor are in Old City Hall, and most committee meetings occur inside its walls.

It's illegal. I'm sure that applies to every harbour.

Not that something being not allowed will stop anyone but, the question is why. Threre plenty of areas where you can swim outside of this relatively small section of the waterfront.
