For the reconstruction of Turcot they are actually expropriating residents in St-Henry, so better luck next time.
Montreal has vast amount of available land in and near the core. It's not like we're Tokyo yet. Obviously, for industrial purpose, building near a highway makes a lot of sense. As for Turcot, from what I understand, they want to make green spaces between the interchange and the populated area as a buffer. We'll see how it turns out if they actually start building it one day before the whole thing crumbles before our eyes.
