re: Fed.. no surprises there. The project has been a fiasco since the get-go almost.
I like how in the article the minister notes that "The architect blames the contractor, & the contractor blames the architect".. no mention of the fact that it was actually the owner than caused a great deal of the overruns and delays

Clark's not blameless, but this mess resides primarily on the shoulders of Kasian and the Provincial Government

Said it before & I'll say it again.. releasing a project to tender in bid packages, especially on a complicated project is a recipe for disaster

Going to be great when it's done though

for perspective, the following is a projected project analysis from 2003:

granted it was a different scope of work - the proposed retrofit would have created high end rental residential units and not office space - but it was an interesting rfp response solution...

^ Even in 2003 dollars $18,000,000 sounds quite a bit on the cheap side to re-devlop the building. Granted they would have not have known about a lot of the issues that came up on the project now that would have had to have been dealt with then regardless.

If you didn't have to put modern HVAC in, a lot of the issues could be avoided. Low height floors in there with only heating.

it was a price prepared by a reputable general contractor with experience doing similar work and included detailed site inspections and tours with all of the major trades and a full complement of prime and sub-consultants...

as for "quite a bit on the cheap side", that's probably the last thing i'm usually criticized for.

The mechanical was not complicated when I looked at the drawings. Ventilation was minimum and using cooling and heating panels’ doesn’t add a lot. The original building used natural ventilation and confected heating. Power plant wise the new system is quite a bit smaller.
I believe a lot of the issues were things found as they went along and a certain amount of mismanagement.

being residential we retained (replaced) the double hung windows and the suite layouts (up to three bedrooms with formal dining rooms and full kitchens) provided decent cross ventilation. the only cooling provided was to corridors and common areas. the large suites also minimized the humidity introduced by adding kitchens and bathrooms when compared with the mix of bachelor and one bedroom suites often done to maximize rents (the area and target market was the "high end" of the market and location considered ideal for that). all of the asbestos in the exterior walls was sealed and abandoned in place as was the main boiler in the sub-basement. this would have been done without adding additional insulation so as not to move the dew point in an assembly that had - at least until then - been performing well "as is". sometimes things are just better "leaving well enough alone" so that things that don't need to be done don't escalate out of control. when that does happen, it can often be traced back to those kinds of initial decisions as much as who gets tagged for implementing them.

· Edmonton has been first or second among Canadian cities in GDP (gross domestic product) for years. In 2012, Edmonton saw its GDP grow by 4.2%, second only to Calgary.

· Edmonton’s population grew by 31,400 in 2012, second only to twice-as-big Greater Vancouver.

· Edmonton is way ahead of the pack (so far) for job creation in 2013. At 18,400 new jobs, we’re second only to six-times-bigger Greater Toronto.

So given a population of 817,498 in 2012 (CoE census), at the beginning of 2013 we are looking at 848,898.

Not too shabby at all.

The increase is for the capital region and not the city of edmonton

Some of the subs have certainly deteriorated under the project. The previous contractor given the contract to do the security integration for the project was proving unable to deliver product, that by the end Clarke was chomping at the bit for another integrator there. Us taking on the project made us realise the charlie foxtrot in mismanagement going on with that project. Terms in the contracts awarded are very atypical given the size of the project, prompting overextention of the subtrades and making the subtrades very leery of any other discoveries that have yet to be uncovered with the building.
