Infrastructure Ontario: stadium on budget, on time (no matter what city councilor says)

A day after a Hamilton city councilor alleged construction on city's new stadium is two weeks behind schedule, the provincial agency responsible for the facility says Tim Hortons Field is set to be completed by its target date.

“The project continues to progress on time and on budget,” said Terrence Foran, a communications advisor for Infrastructure Ontario. “Things are moving according to schedule.”

Councillor Lloyd Ferguson said Tuesday that stadium construction is about two weeks behind schedule, adding that workers are catching up via six-day work weeks. Ferguson sits on the city's Pan Am subcommittee.

But according to Foran, who says the developer has an obligation to let Infrastructure Ontario know if they are behind, the building is approximately 30 per cent complete.

“We're responsible for project management so we work with the developer to track progress,” Foran said. “I can't speculate on why the councilor is saying that. I honestly don't know.”

Ferguson did not return messages seeking comment.

The Hamilton stadium, which has a budget of $148 million, is being built by an international consortium that include architects Cannon Design and builder Bouygues Construction, a huge multinational based in France.

Hamilton Tiger-Cats chief executive officer Scott Mitchell said he's been given June 30 as the date the city will take possession and the team can begin its preparations for the 2014 season. The Ticats are working with the league to schedule the team's first two or three games on the road and are working on contingency plans, just in case.

“If there was a problem – and everyone is telling us that there isn't – we would then play a home game somewhere else and that would buy us another two or three weeks,” Mitchell said.

The team has not asked their current landlords at the University of Guelph about potentially using Alumni Stadium next season, though vice president of student affairs Brenda Whiteside said that remains a possibility.

“There have been no discussions – I think they're pretty confident that they are going to make it,” Whiteside said. “We've had a great relationship with the Ticats and if they wanted to talk, we'd talk. But I don't think it's on anyone's radar right now.”

Is the Tim Hortons Field playing surface located at grade or did they sink the field at all? From the pictures it looks like it's at grade but I can't tell with certainty.

If there is one thing I've debated about ad nauseum it's Canada hosting a World Cup. Absolutely no reason we can't, aside from the will (political and otherwise) to do it. Forget about any joint bids with Mex or Can the USA doesn't need anybody else.

Forget about any so called FIFA "rules" They have none, they are a law onto themselves. Qatar is the answer to any question a prospective bidder could have why they might not be able to host. Qatar broke all the "rules"

And if it was about having the best "bid" and facilities, England and the US would have won the last two bids. They didn't.

Aside from the big main stadium, Canada matches well against Mexico stadium wise and kicks their ass in most other categories of infrastructure and security.

After the corruption of the Qatar bid, Canada would be in there with a good chance with a good bid and not a joke bid like the last one the CSA proposed.

- The south stands reached a major milestone this week. A ceremony to mark the completion of the concrete structure was held on Monday, September 30. Mayor Watson, Roger Greenberg and other partners from the Ottawa Sports and Entertainment Group (OSEG), Mark Cohon, CFL Commissioner and Francis Pomerleau, Executive Vice-President Pomerleau Inc, were on hand to finish one of the last pieces of concrete and place a plaque to commemorate the milestone.
- Focus will shift to finishing work inside the building, including installing electrical, plumbing and mechanical systems.
- Construction of the Veil, the iconic wooden surround, is also expected to start in October.
- At the north stands, seat installation continues as the red and grey seats continue to go in.
- Inside the arena, old fireproofing is being removed so repairs can be made to the roof.

Work to install the risers that the new seats will be attached to continues at the south stands. The metal structure for the new media box is now in place at the top of the stands


New seats at the north stands continue to be installed


The first pieces of the wood Veil that will surround the south stands have arrived at Lansdowne

I agree that Canada with a good bid would be a really strong contender. It's a bit like the Olympics in that we're a good choice because out time zones are compatible with those in the US, but we're not the US.

How many stadiums would we need?

Canada "could" host the World Cup in the same way that we "could" build an 8 lane expressway from coast to coast. It can be done, but would either be a wise expenditure of funds?

Out of our existing complement of stadiums, how many would be ready for use in the World Cup? Skydome, Commonwealth Stadium, BC Place, Olympic Stadium and Investors Group Field (with additional seating) would probably be ready to go with a minimum of upgrades. Regina's new stadium will likely be ready by then too, so there's another facility. But you still need another four stadiums.

Ottawa and Hamilton's facilities are too small. Calgary's is probably too substandard for use in the World Cup. So where do you build these four new stadiums and who pays for them? That's over a billion dollars of stadium infrastructure alone for an event that is nowhere near as popular here as it is in the rest of the world. (Sure, there are soccer loving niches like ethnic communities and people who actually play the game, but let's not confuse that with broad-based, widespread support).

I just don't see it happening.

Did a bit of research and recent WCs have used 10-12 stadiums. Minimum capacity is around 40,000. Even if we could pull off with the minimum 10 that leaves us with six stadiums to either upgrade significantly or build from scratch, as only Skydome, BC Place, the Big O and Commonwealth are really suitable at the moment.

The long-term positive would be primarily for the CFL, which might actually see potential expansion cities with brand-new CFL-ready stadiums. (Thinking probably of Quebec City and Halifax.)

Of course you guys know all of this already.

12 stadiums in total with at least 40,000 capacity with the WC Final and opening game stadium needing an 80,000 seat stadium

Semi-finals need over 60,000 I believe

Is FIFA tolerant of temporary expansions or do they have to be permanent seating?

Beyond the wet dreams of CFL fans (I could be one of them), does Canada even have any medium to long term use for a dozen 40,000-seat stadiums?

Winnipeg would be ready as they would just need to install Grey Cup seating to get to 40k. The stadium in Regina would be able to host in the same method (it's to be completed in 2017, so would definitely be ready in time. New stadiums would be needed in Calgary and a couple other cities though (such as Halifax and Quebec City as you mentioned). As someone else mentioned, I don't know if Hamilton's or Ottawa's are good enough, but we'll see. In any case, all the cities mentioned here would give 11 cities, with fairly decent representation across the country.
