The MoTO is perpetually worried about motorists being delayed entering its freeways.
In the current condition, motorists making a 'left' turn onto the freeway (i.e. the ones who cross over the freeway on the bridge first) might have to wait at the intersection to make a left turn, just as they would for making any other left turn anywhere else.
The MoTO doesn't like this one bit. Freeways are special, damn it, and motorists trying to enter their freeways are not supposed to be brought to a stop.
Their preferred solution is to slap loop ramps down so that all motorists entering the freeway can do so with only right turns. (The fact that the average motorist can't accelerate to freeway speed on these ramps or that the existence of these ramps requires longer, more expensive bridge spans for the extra lanes passing beneath doesn't seem to faze the MoTO).
It looks like in this case the MoTO figures they can nearly achieve their goal of no delay to motorists entering the freeway by using roundabouts in the short to medium term. Since traffic in a roundabout has priority over traffic entering a roundabout, left-turning motorists will basically be able to proceed without delay as they are unlikely to ever have to give way to enter the roundabout (think about it for a moment!) and will have priority over oncoming traffic as they will already be in the roundabout, thus avoiding the dreaded problem of motorists queuing back across the bridge waiting to turn left onto the freeway.
