Reading the article, it seems that they sent this out for bids and they all came in way over budget, so they ended up going with the lowest bidder and tayloring it to be more affordable than the original quote.
I know a million doesn't buy much anymore, but to put it in perspective Saskatoon is spending $1.25M for streetscaping on 20th st for both sides of the road on the entire length between Ave E and Ave F and that includes new curbs and sidewalks, furniture (benches, waste receptacles, lamps), artwork and landscaping (trees and planters). And many people were miffed at the cost.
I too am curious to see how the cost of this project breaks down.
