It's just that Laval is inherently ugly, having been planned almost entirely during the 30 year reign of a gangster-mayor (literally, a mayor facing gangsterism charges). So in order for new buildings to integrate harmoniously with existing structures - it is required that they be extremely unattractive.
I mean, look at this wasteland known as Laval's ''downtown core'' :
Because their city hall is so nondescript, a sign is required in order for folks to recognize it. Here is the sign :
The worst part... around 400,000 people live there.
