That's an empirical claim. If it is well-founded, then provide a source, please.
That said, the 13 million people who watched the 2012 Grey Cup represent those who watched
"some or all" of the Grey Cup. Nowhere does it say that those who watched only "some" of the Grey Cup watched it no more than
briefly. All we know is that they didn't watch
all of it. That also includes those who watched
most or
almost all of the Grey Cup too.
I am a massive CFL fan, but I missed most of the first quarter of the 2012 Grey Cup (because I was stuck on the road), so I didn't watch all of the Grey Cup either, but I was a part of the national celebration.
