Being from Ottawa I don't know what Mukluk Mardigras is but it sounds interesting. You are absolutely right about people's inability to handle cold. We have gotten spoiled and sold a bill of goods by the travel industry to go south all the time. Now here is my suggestion having lived in Edmonton for a few summers back in the 70's; close Groat Road and have the Red Bull Ice Races like they have in Quebec City or else use the ski hill ( if it still exists ) by the Muttart Centre, create a speed skating oval at the Municpal Airport or any Walmart parking lot. I do like the snow fort competition idea, but one should not forget the traditional snow and ice sculptures which enhances Ottawa's Winterlude. One could play laser tag in a snow fort at night time as long as bozo's don't aim them at other people's eyes. You could have a hot chocolate and chili competition between all the pubs and cafes on Whyte Ave to see who has the best. Montreal has Nuit Blanc during the winter with some art installations outside and some inside. Anything that gets people out and enjoying the winter is great. The Rideau Canal in Ottawa is fantastic when you see 100,000 people of all backgrounds and abilities out enjoying skating on the Rideau Canal on a weekend. Enjoy winter, it is only a few months away.
