If anything should be subsidized in the hopes of having people living downtown, the supermarket should be it. One of those chicken-egg problems, people don't want to move downtown because there isn't a supermarket, supermarket can't set up because there aren't enough residents. Government could fill the gap there for a supermarket as residents move in, most likely with tax breaks.
